According to the "Regulations on Cosmetic Labeling Management" released by the General Administration of Quality Supervision, Inspection and Quarantine of China on August 27, 2007, cosmetics refer to chemical industrial products or fine chemical products that are spread on any part of the human body surface, such as skin, hair, toenails, lips and teeth, through application, spraying or other similar methods, in order to achieve cleaning, maintenance, beauty, modification and change of appearance, or to correct human odor and maintain good condition.
On June 16, 2020, the Regulations on the Supervision and Administration of Cosmetics were passed at the 77th executive meeting of the State Council on January 3, 2020, and are now promulgated. They will come into effect on January 1, 2021.
Starting from October 1, 2022, electronic registration certificates will be issued for special cosmetics and new cosmetic ingredients that have been approved for registration in accordance with the Measures for the Administration of Cosmetic Registration and Filing, as well as special cosmetics that have been approved for registration certificate changes or extensions. The previously issued paper registration certificate remains valid during its validity period.
